Route the consignment through specified ports or locations notified under Para 2.54 of the Handbook of Procedures. The most common error on this tariff line is assuming the PSIC safe-country exemption eliminates all documentation requirements. The exemption removes only the PSIC; the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 Forms 2, 6, 7 and 9 remain mandatory regardless of origin, and a consignment arriving at a specified port without those Forms is liable to detention pending CPCB/State PCB authorisation. The distinction between shredded and un-shredded scrap (HMS-I and HMS-II) also affects the procedural track under DGFT Public Notice 38/2015-20 and its corrigendum Public Notice 40/2015-20.
