Compliance steps
  1. 1
Obtain a Pre-Shipment Inspection Certificate from a recognised Pre-Shipment Inspection Agency (PSIA) using the mandatory DGFT online portal, effective 1 July 2022. PSICs dated on or after 1 July 2022 that were not generated through the DGFT online system will not be accepted by Indian Customs; upload the PSIC in e-Sanchit under document code 856001 before filing the bill of entry.

  2. 2

A word of counsel

The most common error on this tariff line is assuming the PSIC safe-country exemption eliminates all documentation requirements. The exemption removes only the PSIC; the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 Forms 2, 6, 7 and 9 remain mandatory regardless of origin, and a consignment arriving at a specified port without those Forms is liable to detention pending CPCB/State PCB authorisation. The distinction between shredded and un-shredded scrap (HMS-I and HMS-II) also affects the procedural track under DGFT Public Notice 38/2015-20 and its corrigendum Public Notice 40/2015-20.

Frequently asked
Does HSN 8104 20 90 require BIS certification?

Yes.
