Compliance steps
  1. 1
Obtain the Pre-Shipment Inspection Certificate (PSIC) from a recognised Pre-Shipment Inspection Agency (PSIA) and ensure it is generated online through the DGFT website. PSICs dated on or after 1 July 2022 not generated through the DGFT online system will not be accepted by Indian Customs; upload the PSIC in e-Sanchit under document code 856001 before filing the bill of entry.
DGFT Trade Notice 03/2022-23 dated 26-04-2022; Para 2.54 of HBP
  2. 2
Route the consignment exclusively through specified ports and locations notified under Para 2.54 of the Handbook of Procedures. If the export originates from a safe country or region, the PSIC requirement is waived only where the consignment arrives through a specified port; confirm the port's current notified status before shipment.
DGFT Public Notice 64/2015-20 dated 19-02-2020; DGFT Public Notice 46/2015-20 dated 14-01-2022
  3. 3
Comply with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and submit valid Forms 2, 6, 7 and 9 as required under Schedules III, VI and VIII of those Rules. Confirm compliance with Para 8(B) of the General Notes regarding the import policy of the ITC (HS) for waste consignments, and ensure the SOP for radioactive-contamination random checking per DGFT Public Notice 37/2015-20 dated 15-11-2021 is observed.
Hazardous Waste (Management and Transboundary Movement) Rules, 2016, Rules 11, 12 and 13; DGFT Public Notice 37/2015-20 dated 15-11-2021; Para 8(B) of ITC (HS) General Notes
A word of counsel

The most common error on this tariff line is assuming that compliance with the PSIC requirement alone satisfies clearance. Magnesium scrap also triggers the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 overlay — Forms 2, 6, 7 and 9 under Schedules III, VI and VIII are independently mandatory and their absence causes detention at the port regardless of a valid PSIC upload. For un-shredded scrap (HMS-I and HMS-II), the additional procedure under DGFT Public Notice 38/2015-2020 and its corrigendum PN 40/2015-2020 applies in parallel.
