Tantalum waste and scrap, restricted metal scrap
HSN 8103 30 00 (Tantalum waste and scrap) is classified as Restricted under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), subject to the conditions in Para 2.54 of the Handbook of Procedures and compliance with DGFT Trade Notice 03/2022-23. Imports are additionally subject to Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, and clearance is permitted only at specified ports or locations notified by DGFT.

PSICs dated on or after 1 July 2022 not generated through the DGFT online system will not be accepted by Indian Customs. The most common error on this tariff line is assuming that a legacy paper-format PSIC satisfies customs clearance. Since 1 July 2022, only PSICs generated through the DGFT online portal are accepted; a paper PSIC issued by a PSIA — even from a duly recognised agency — will be rejected at the bill-of-entry stage, resulting in consignment detention, demurrage, and ground rent. The safe-country PSIC exemption applies only when the import is routed through the notified specified ports; diversion to any other port reinstates the PSIC requirement regardless of origin.
