    Route the consignment through a specified port or location notified under Para 2.54 of the Handbook of Procedures. For imports from safe countries or regions through specified ports, PSIC is not required; for all other origins, PSIC is mandatory for both shredded and non-shredded scrap. Consignments are also subject to the SOP for random radioactive-contamination checking per the Annexure to DGFT PN 37/2015-20 dated 15-11-2021.

    Ensure compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and Para 8(B) of the General Notes regarding Import Policy of the ITC (HS). Submit valid Forms 2, 6, 7 and 9 as required under Schedules III, VI and VIII of those Rules, covering descriptions, conditions, and documents required for customs verification.

A word of counsel

The most common error on this tariff line is assuming that a PSIC obtained from a PSIA outside the DGFT online portal satisfies the e-Sanchit upload requirement. Since 1 July 2022, only PSICs generated through the DGFT online system carry a verifiable electronic record; offline or manually issued PSICs are rejected by the customs proper officer at out-of-charge, resulting in consignment detention and accumulating demurrage. For un-shredded scrap (HMS-I and HMS-II), the additional procedural conditions under DGFT PN 38/2015-20 and corrigendum PN 40/2015-20 govern the application process and must be satisfied before shipment departure.
