Tin waste and scrap, other grades
HSN 8002 00 90 (Tin waste and scrap — other) is classified as Restricted under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), and clearance is permitted only at specified ports and locations subject to Para 2.54 of the Handbook of Procedures. A Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online system is mandatory for both shredded and non-shredded scrap from non-safe countries, and import of waste is further subject to compliance with the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.

All PSICs dated on or after 1 July 2022 must be generated online through the DGFT portal; certificates not generated through the DGFT online system will not be accepted by Indian Customs. The most common error on this tariff line is assuming the PSIC is optional because the exporting country is on the safe-country list — that exemption applies only when the consignment is routed through a specified port. An arrival at a non-specified port from a safe country does not attract the PSIC waiver, and a consignment without an online-generated PSIC will be detained pending customs out-of-charge. Additionally, the Hazardous Waste Rules overlay is frequently overlooked: Forms 2, 6, 7 and 9 are mandatory documents independent of the PSIC, and their absence is a distinct regulatory breach.
