HSN 8002 00 10 (Tin scrap) is subject to the Directorate General of Foreign Trade (DGFT) import policy under Para 2.54 and 2.55 of the Foreign Trade Procedure, with a mandatory Pre-Shipment Inspection Certificate (PSIC) for both shredded and non-shredded scrap from non-safe countries. Clearance is permitted only at specified ports and locations, and imports are additionally subject to Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016.

- 1Obtain a Pre-Shipment Inspection Certificate from a DGFT-recognised Pre-Shipment Inspection Agency for both shredded and non-shredded tin scrap unless the export originates from a safe country and enters through a specified port. All PSICs dated on or after 1 July 2022 must be generated online through the DGFT portal; paper PSICs issued after that date will not be accepted by Indian Customs. The most common error on this tariff line is relying on a PSIC that was not generated through the DGFT online system after 1 July 2022. A paper or offline-generated PSIC issued post that date is treated by Indian Customs as absent documentation, triggering detention at the specified port; the safe-country PSIC exemption applies only at specified ports and does not apply if the consignment enters through an unspecified location. Confirm both the PSIA recognition status and the online-generation route before the vessel departs.
