Compliance steps
  1. 1
Verify that the specific type of zinc scrap falls within the categories permitted as Free under the ITC (HS) import policy per DGFT Notification 31/2015-20. Obtain a Pre-Shipment Inspection Certificate (PSIC) from a DGFT-recognised Pre-Shipment Inspection Agency (PSIA); the PSIC must be generated online through the DGFT website and uploaded in e-Sanchit under document code 856001 before filing the bill of entry. PSICs dated on or after 1 July 2022 not generated through DGFT online systems will not be accepted by Indian Customs.

  2. 2
Route the consignment through one of the specified ports or locations notified under Para 2.54 of the Handbook of Procedures. If the export originates from a safe country or region and arrives through a specified port, PSIC may not be required — confirm the applicable safe-country list before shipment under DGFT PN 64/2015-20 and PN 46/2015-20.

  3. 3
Ensure compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and submit valid Forms 2, 6, 7 and 9 as required under Schedules III, VI and VIII of those Rules. Additionally, follow the SOP for random radioactive contamination checking of imported metal scrap consignments per DGFT PN 37/2015-20 dated 15-11-2021.

A word of counsel

The most common error on this tariff line is uploading a PSIC generated outside the DGFT online system — a practice that was accepted before 1 July 2022 but now results in customs out-of-charge refusal regardless of the physical condition or quantity of the consignment. For un-shredded scrap categories HMS-I and HMS-II, the additional procedural requirements under DGFT PN 38/2015-20 and corrigendum PN 40/2015-20 apply separately from the standard PSIC regime, and failure to comply with both regimes simultaneously triggers detention and demurrage.

Frequently asked
Does HSN 7902 00 10 require BIS certification?
No, zinc scrap under this tariff line falls outside the BIS Quality Control Order regime. Import is governed by the Directorate General of Foreign Trade under the ITC (HS) import policy, with only specified types of zinc scrap permitted as Free and a mandatory PSIC requirement applicable under DGFT Notification 31/2015-20.
Is the PSIC requirement waived for imports from safe countries?
Yes, but only if the consignment arrives through a designated specified port — the safe-country exemption from PSIC does not apply at non-specified ports. Confirm both the exporting country's safe-country status and the port of import against the lists under DGFT PN 64/2015-20 and PN 46/2015-20 before shipment.
Do the Hazardous Waste Rules apply to all zinc scrap under this HSN?
Import of zinc waste and scrap is subject to Para 8(B) of the General Notes on Import Policy of the ITC (HS) and Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, with valid Forms 2, 6, 7 and 9 required for customs verification alongside the PSIC.
