HSN 7902 00 10 (Zinc scrap) is governed by the Directorate General of Foreign Trade (DGFT) ITC (HS) import policy, under which only specified types of zinc scrap are Free for import — all other categories remain Restricted. A mandatory Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online system is required for both shredded and non-shredded scrap, and clearance is permitted only at specified ports subject to the conditions in Para 2.54 of the Handbook of Procedures.

- 1Verify that the specific type of zinc scrap falls within the categories permitted as Free under the ITC (HS) import policy per DGFT Notification 31/2015-20. The most common error on this tariff line is uploading a PSIC generated outside the DGFT online system — a practice that was accepted before 1 July 2022 but now results in customs out-of-charge refusal regardless of the physical condition or quantity of the consignment. For un-shredded scrap categories HMS-I and HMS-II, the additional procedural requirements under DGFT PN 38/2015-20 and corrigendum PN 40/2015-20 apply separately from the standard PSIC regime, and failure to comply with both regimes simultaneously triggers detention and demurrage.
