HSN 7804 20 00 (lead powders and flakes) is not covered by a Bureau of Indian Standards Quality Control Order and carries no Partner Government Agency clearance requirement at the tariff-line level. Import follows the standard customs procedure: Importer-Exporter Code (IEC), bill of entry, commercial invoice, packing list. Lead products in other physical forms — plates, sheets, strip, and foil classified elsewhere in heading 7804, or lead alloys and waste under Chapter 78 — may attract distinct compliance obligations.
Lead is a hazardous material subject to environmental and handling regulations that sit outside the customs tariff; compliance at the tariff-line level does not displace obligations under waste, chemical, or occupational-safety frameworks that may apply downstream. Re-classification by customs — for example, to a lead-compound heading in Chapter 28 if the powder is a defined chemical compound rather than elemental lead — triggers retrospective compliance and potential detention. Verify the precise specification, including elemental purity and particle size, before relying on the absence of product-specific import compliance.
