Lead waste and scrap, other grades
HSN 7802 00 90 (Lead waste and scrap, other) is classified as Restricted under the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), requiring a Pre-Shipment Inspection Certificate and compliance with Para 2.54 of the Handbook of Procedures. Import is additionally subject to Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 and clearance is permitted only at specified ports and locations.

The most frequent error on this tariff line is submitting a PSIC generated outside the DGFT online portal — particularly legacy or manually issued certificates predating the 1 July 2022 cut-off. Such certificates are rejected at the bill of entry stage, resulting in consignment detention, demurrage, and potential ground rent at the specified port. The safe-country PSIC exemption is port-conditional: shipping through an unspecified port removes the exemption entirely, even when the origin is otherwise on the safe-country list.
