HSN 7802 00 10 (Lead scrap) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which import of only the specified type of scrap is Free per DGFT Notification 31/2015-20 dated 13-11-2019. Clearance is permitted only at specified ports and locations under Para 2.54 of the Handbook of Procedures, and a Pre-Shipment Inspection Certificate generated through the DGFT online system is mandatory. Hazardous waste management compliance under Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 applies as an additional overlay.

- 3Ensure compliance with Rules 11, 12 and 13 of the Hazardous Waste (Management and Transboundary Movement) Rules, 2016, including submission of valid Forms 2, 6, 7 and 9, and compliance with Schedules III, VI and VIII of those Rules. The most common error on this tariff line is submitting a PSIC generated outside the DGFT online portal — a pre-digital or manually issued certificate issued on or after 1 July 2022 will be rejected at customs out-of-charge, triggering detention and demurrage regardless of the consignment's physical conformity. Importers should also not conflate the safe-country PSIC waiver with an exemption from the specified-port restriction: the port restriction is absolute and a consignment arriving at an unspecified port faces seizure irrespective of country-of-origin status.
