Nickel waste and scrap, other residual forms
HSN 7503 00 90 (Other nickel waste and scrap) is subject to the ITC (HS) Restricted-import policy administered by the Directorate General of Foreign Trade (DGFT), with import permitted only at specified ports and subject to the conditions of Para 2.54 of the Handbook of Procedures. A mandatory Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online system and compliance with the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 apply as additional clearance requirements.

The most common error on this tariff line is assuming that the PSIC requirement is uniformly waived for safe-country origins without verifying port designation: the waiver applies only when the consignment arrives at a specified port listed under Para 2.54. Nickel scrap routed through an unspecified port loses the safe-country exemption and is detained pending a valid PSIC; additionally, the Hazardous Waste Rules obligation — including Forms 2, 6, 7 and 9 — runs independently of the PSIC regime and applies to all residual-form nickel scrap classified under this tariff line.
