HSN 7503 00 10 (Nickel scrap) is subject to the ITC (HS) import policy administered by the Directorate General of Foreign Trade (DGFT), under which only specified types of nickel scrap are Free; all other sub-types are Restricted per DGFT Notification 31/2015-20 dated 13-11-2019. A Pre-Shipment Inspection Certificate (PSIC) generated through the DGFT online portal is mandatorily required, and clearance is permitted only at specified ports subject to the conditions in Para 2.54 of the Handbook of Procedures (HBP). Radioactive-contamination screening and compliance with the Hazardous Waste (Management and Transboundary Movement) Rules, 2016 apply as additional clearance requirements.

The most frequent error on this tariff line is procuring a PSIC from a Pre-Shipment Inspection Agency outside the DGFT online module. Since 1 July 2022, only PSICs generated through the DGFT portal carry e-verification and are accepted at customs; a paper or off-portal PSIC — even one issued by a legitimate inspection agency — will be rejected, triggering consignment detention and accumulating demurrage at the specified port. Additionally, unshredded scrap (HMS-I and HMS-II) is subject to the separate procedural framework in DGFT Public Notice 38/2015-20 and its corrigendum PN 40/2015-20, which must be reviewed independently of the standard PSIC pathway.
