Compliance steps
  1. 1
Confirm the specific type of nickel scrap falls within the sub-categories designated as Free under the ITC (HS) import policy before placing the purchase order. Only specified types are Free; all others are Restricted and require a separate DGFT licence. Upload the PSIC (document code 856001) in e-Sanchit before filing the bill of entry.

  2. 2
Obtain the PSIC exclusively through the DGFT online portal; PSICs dated on or after 1 July 2022 not generated via the DGFT online system will not be accepted by Indian Customs authorities. For shredded and non-shredded scrap from non-safe countries, the PSIC is mandatory; imports from safe countries through specified ports are exempt from the PSIC requirement.

A word of counsel

The most frequent error on this tariff line is procuring a PSIC from a Pre-Shipment Inspection Agency outside the DGFT online module. Since 1 July 2022, only PSICs generated through the DGFT portal carry e-verification and are accepted at customs; a paper or off-portal PSIC — even one issued by a legitimate inspection agency — will be rejected, triggering consignment detention and accumulating demurrage at the specified port. Additionally, unshredded scrap (HMS-I and HMS-II) is subject to the separate procedural framework in DGFT Public Notice 38/2015-20 and its corrigendum PN 40/2015-20, which must be reviewed independently of the standard PSIC pathway.

Frequently asked
Does HSN 7503 00 10 require BIS certification?
No, nickel scrap is not within the BIS Quality Control Order regime; no BIS QCO covers nickel waste and scrap. Import is governed by the ITC (HS) import policy administered by the Directorate General of Foreign Trade, with a mandatory online PSIC, specified-port restriction, and Hazardous Waste Rules compliance as operative requirements.
Is the PSIC required for nickel scrap imported from all countries?
No. For imports from safe countries or regions through specified ports, the PSIC is not required per DGFT Public Notice 64/2015-20; for all other origins, a PSIC generated online through the DGFT portal and uploaded as document code 856001 in e-Sanchit is mandatory.
What happens if nickel scrap is cleared at a non-specified port?
Clearance at a port not notified under Para 2.54 of the HBP is not permitted; the consignment is liable to detention and re-export, and the importer is exposed to ITC (HS) Restricted-import enforcement and potential confiscation under the Customs Act, 1962.
