HSN 7229 90 90 (other alloy steel wire) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1804:2004 is mandatory under the ISI Mark Scheme with effect from 01 April 2025, by virtue of the Steel and Steel Products Quality Control Order 2024 (S.O. 3716(E)) and the Ropes and Cordages Quality Control Order 2024 (S.O. 4327(E)). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 4For each consignment imported without BIS licence or certification, apply for and obtain a clarification on the TCQCO portal in accordance with the Ministry of Steel circular dated 20-10-2023 before clearance. The critical trap on this tariff line is the dual-QCO structure: IS 1804:2004 is triggered under both the Steel and Steel Products QCO 2024 (S.O. 3716(E)) and the Ropes and Cordages QCO 2024 (S.O. 4327(E)), but the S.O. 5134(E) deferral list suspends enforcement of certain serial numbers in Schedule 1 for three years from gazette publication — importers must verify that IS 1804 at the relevant schedule entry is not among the deferred items before treating the QCO as immediately operative. Misreading the deferral list has caused importers to either detain compliant consignments unnecessarily or clear non-compliant goods in the false belief that the standard is suspended for their product.
