Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 1804:2004 for steel wire ropes with fibre main cores. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.

  2. 2
Confirm that each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-certified manufacturer. The product itself must bear the standard mark under the CM/L licence per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.
    S.O. 4327(E) dated 03-10-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
  3. 3
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. SIMS registration fee is ₹500 and the automatic registration number remains valid for 75 days; it must remain within validity on the date of arrival.

  4. 4
Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If the consignment lacks a BIS licence or certification, apply for and obtain a clarification on the TCQCO portal before importation, per the Ministry of Steel circular dated 20-10-2023.

  5. 5
Verify against S.O. 5134(E) whether IS 1804 falls within the serial numbers whose enforcement has been deferred for three years from gazette publication. If deferral applies, document the basis; if not, the 01-04-2025 enforcement date governs and no deferral benefit is available.

A word of counsel

The single most common error on this tariff line is assuming the small-and-micro-enterprise deferred enforcement date of 1 July 2025 applies to importers. That concession, granted under the Micro, Small and Medium Enterprises Development Act, 2006, covers domestic producers only — not importers. Foreign-manufactured wire ropes arriving at Indian ports after 1 April 2025 without a valid CM/L-backed consignment and ISI-marked product are liable to detention regardless of the importer's MSME registration status.

Frequently asked
Does HSN 7229 90 59 require BIS certification?
Yes. Conformity to IS 1804:2004 is mandatory under the ISI Mark Scheme from 1 April 2025 by virtue of the Ropes and Cordages Quality Control Order, 2024; import is permitted only from manufacturers holding a current BIS CM/L licence.
Is SIMS registration required separately from BIS QCO compliance?
Yes. Steel Import Monitoring System registration is administered by the Directorate General of Foreign Trade under DGFT Notification 33/2015-20 and is independent of the BIS QCO obligation. The ₹500 registration is valid for 75 days and must cover the consignment arrival date.
Does the small-and-micro-enterprise enforcement deferral to 1 July 2025 apply to importers?
No. The deferred enforcement date of 1 July 2025 applies only to small and micro enterprises for domestic production as defined under the MSMED Act, 2006. Importers are bound by the 1 April 2025 enforcement date.
Does a single CM/L licence cover all wire rope specifications from the same manufacturer?
No. The CM/L is scope-specific by product specification and manufacturing facility; wire ropes outside the licensed scope or from an unlicensed plant are not covered and customs detains the consignment on a scope mismatch with the BIS register.
