- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 1804:2004 for steel wire ropes with fibre main cores. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility address on the BIS online register before placing the purchase order.Ropes and Cordages Quality Control Order, 2024 · S.O. 4327(E) dated 03-10-2024; Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024
- 2Confirm that each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-certified manufacturer. The product itself must bear the standard mark under the CM/L licence per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.S.O. 4327(E) dated 03-10-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. - 4Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If the consignment lacks a BIS licence or certification, apply for and obtain a clarification on the TCQCO portal before importation, per the Ministry of Steel circular dated 20-10-2023.Ministry of Steel circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No.401/88/2023-CUS.III dated 09-11-2023
- 5Verify against S.O. 5134(E) whether IS 1804 falls within the serial numbers whose enforcement has been deferred for three years from gazette publication. If deferral applies, document the basis; if not, the 01-04-2025 enforcement date governs and no deferral benefit is available.S.O. 5134(E) dated 20-11-2025; Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024
The single most common error on this tariff line is assuming the small-and-micro-enterprise deferred enforcement date of 1 July 2025 applies to importers. That concession, granted under the Micro, Small and Medium Enterprises Development Act, 2006, covers domestic producers only — not importers. Foreign-manufactured wire ropes arriving at Indian ports after 1 April 2025 without a valid CM/L-backed consignment and ISI-marked product are liable to detention regardless of the importer's MSME registration status.
