- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 1804:2004. Verify the supplier's CM/L number, licensed product scope covering flat and rectangular alloy steel wire, and manufacturing facility address on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order 2024 · S.O. 3716(E) dated 29-08-2024 · Ropes and Cordages Quality Control Order 2024 · S.O. 4327(E) dated 03-10-2024
- 2Ensure every consignment is accompanied by a test certificate bearing the standard mark issued by the BIS-certified manufacturer. Each product must bear the ISI mark under CM/L licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Steel and Steel Products Quality Control Order 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018
- 3Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected arrival date. Fee ₹500, registration valid for 75 days; the registration number must remain within validity on the bill of entry filing date.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · ITC (HS) Policy Condition 5 of Chapter 72
- 4Apply on the TCQCO portal for a clarification reference for any consignment imported without a BIS licence or certification, as mandated by the Ministry of Steel circular dated 20-10-2023. Verify compliance of the bill of entry with CBIC clarification vide F.No. 401/88/2023-CUS.III dated 09-11-2023.Ministry of Steel Circular dated 20-10-2023 vide F.No. S-20011/14/2021-Tech · CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If the consignment is a re-import for packaging only or an SEZ-to-DTA movement without value addition, document the applicable SIMS exemption basis; the BIS QCO obligation under IS 1804:2004 is not waived by either SIMS carve-out.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025
The most consequential oversight on this tariff line is failing to reconcile the two concurrent QCO instruments — the Steel and Steel Products Quality Control Order 2024 (S.O. 3716(E)) and the Ropes and Cordages Quality Control Order 2024 (S.O. 4327(E)) — both of which map to IS 1804:2004 for this product. Importers who verify only one notification and confirm CM/L scope against the other too late find the consignment detained at port. Additionally, note that S.O. 5134(E) dated 20-11-2025 suspends enforcement for a defined list of serial-number entries in Schedule 1 for three years — verify whether the IS 1804 entry at this HSN is among those suspended entries before filing the bill of entry.
