Hardened and tempered wire
Hardened and tempered alloy steel wire
HSN 7229 90 34 (hardened and tempered wire of other alloy steel) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1804 is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products Quality Control Order, 2024 (S.O. 3716(E)), with enforcement effective from 28 September 2020. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 1804 for hardened and tempered alloy steel wire. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS CM/L-licensed manufacturer. The wire itself must bear the ISI mark and CM/L number; marking on packaging alone does not satisfy the QCO requirement.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days; the registration must remain within validity on the date of arrival.Policy condition 5 of Chapter 72 · DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 4Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. For any consignment imported without BIS certification, apply for and obtain a clarification on the TCQCO portal before arrival, in compliance with the Ministry of Steel circular.Ministry of Steel circular F.No. S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023 · CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025
- 5If the consignment is a re-import for packaging purposes only, or an SEZ-to-DTA movement, document the applicable SIMS exemption basis. The BIS QCO obligation under IS 1804 is not waived by either SIMS carve-out — the ISI-marked wire requirement continues to apply.DGFT policy circular 38/2015-20 dated 19-01-2022 · DGFT Notification 19/2015-20 dated 07-07-2022
The most common error on this tariff line is overlooking the dual-QCO exposure: IS 1804 governs alloy steel wire under S.O. 3716(E) (Steel and Steel Products QCO, 2024), while the same IS 1804:2004 also applies to steel wire ropes with fibre main cores under the Ropes and Cordages QCO, 2024 (S.O. 4327(E)), with force from 01-04-2025. Importers sourcing wire that is subsequently incorporated into rope products must confirm which QCO and which CM/L scope covers their specific product form, as a rope-manufacturer's CM/L does not substitute for a wire manufacturer's CM/L and vice versa.
