High tensile wire of other alloy steel
HSN 7229 90 33 (high tensile wire of other alloy steel) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1804:2004 is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products Quality Control Order, 2024 (S.O. 3716(E)) and the Ropes and Cordages Quality Control Order, 2024 (S.O. 4327(E)), with enforcement from 01 April 2025. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 1804:2004 for steel wire ropes with fibre main cores. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Ropes and Cordages Quality Control Order, 2024 · S.O. 4327(E) dated 03-10-2024
- 2Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-licensed manufacturer, and that each product unit bears the standard mark under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018
- 3Register the consignment on the SIMS portal before import, applying no earlier than 60 days before the expected date of arrival. Fee ₹500; the automatic registration number is valid for 75 days and must remain current on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · ITC (HS) Chapter 72 policy condition 5
- 4Quote both the BIS CM/L number and the SIMS registration number on the bill of entry. If importing without BIS certification, apply for and obtain clarification on the TCQCO portal for the consignment, as mandated by the Ministry of Steel circular dated 20-10-2023 and confirmed by Central Board of Indirect Taxes and Customs clarification F.No.401/88/2023-Cus.III dated 09-11-2023.MoS circular dated 20-10-2023 · CBIC clarification F.No.401/88/2023-Cus.III dated 09-11-2023 · CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025
- 5If the consignment is a re-import for packaging purposes only, or involves an SEZ-to-DTA movement without value addition, document the SIMS exemption basis. The BIS QCO obligation under IS 1804:2004 is not waived by either SIMS carve-out — the ISI-marked product requirement still applies.DGFT policy circular 38/2015-20 dated 19-01-2022
The most frequent error on this tariff line is failing to distinguish between the two concurrent QCOs covering IS 1804:2004: the Steel and Steel Products QCO (S.O. 3716(E)) and the Ropes and Cordages QCO (S.O. 4327(E)). Importers who check only one notification and miss the other risk receiving a consignment that is technically in scope of the unchecked order, triggering detention notwithstanding apparent QCO awareness. Confirm which QCO schedule entry governs the specific product variant before shipment, not at the port.
