Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 1804:2004 for steel wire ropes with fibre main cores. Verify the supplier's CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.
    Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Ropes and Cordages Quality Control Order, 2024 · S.O. 4327(E) dated 03-10-2024
  2. 2
Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-licensed manufacturer, and that each product unit bears the standard mark under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018
  3. 3
Register the consignment on the SIMS portal before import, applying no earlier than 60 days before the expected date of arrival. Fee ₹500; the automatic registration number is valid for 75 days and must remain current on the date of arrival.

  4. 4
Quote both the BIS CM/L number and the SIMS registration number on the bill of entry. If importing without BIS certification, apply for and obtain clarification on the TCQCO portal for the consignment, as mandated by the Ministry of Steel circular dated 20-10-2023 and confirmed by Central Board of Indirect Taxes and Customs clarification F.No.401/88/2023-Cus.III dated 09-11-2023.
MoS circular dated 20-10-2023 · CBIC clarification F.No.401/88/2023-Cus.III dated 09-11-2023 · CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025
  5. 5
If the consignment is a re-import for packaging purposes only, or involves an SEZ-to-DTA movement without value addition, document the SIMS exemption basis. The BIS QCO obligation under IS 1804:2004 is not waived by either SIMS carve-out — the ISI-marked product requirement still applies.

A word of counsel

The most frequent error on this tariff line is failing to distinguish between the two concurrent QCOs covering IS 1804:2004: the Steel and Steel Products QCO (S.O. 3716(E)) and the Ropes and Cordages QCO (S.O. 4327(E)). Importers who check only one notification and miss the other risk receiving a consignment that is technically in scope of the unchecked order, triggering detention notwithstanding apparent QCO awareness. Confirm which QCO schedule entry governs the specific product variant before shipment, not at the port.

Frequently asked
Does HSN 7229 90 33 require BIS certification?
Yes. High tensile wire of other alloy steel requires Bureau of Indian Standards certification under the ISI Mark Scheme against IS 1804:2004, with effect from 01 April 2025, under both S.O. 3716(E) and S.O. 4327(E).
Is SIMS registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade, independent of the BIS QCO obligation. Fee ₹500, registration valid for 75 days, apply no earlier than 60 days before the expected arrival date.
Does the small and micro enterprise enforcement deferral affect import obligations?
No. The MSMED Act deferral (enforcement from 01 July 2025 instead of 01 April 2025) applies only to domestic production by small and micro enterprises; import consignments are not covered by that carve-out.
Does a single CM/L licence cover all high tensile wire specifications from the same manufacturer?
No. The CM/L is scope-specific by product specification and manufacturing facility; wire variants or plants outside the licensed scope are not covered, and customs detains consignments on a scope mismatch with the BIS register.
