HSN 7229 90 31 (alloy steel wire excluding wire-type lead) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1804:2004 is mandatory under the ISI Mark Scheme with effect from 1 April 2025, by virtue of the Ropes and Cordages Quality Control Order, 2024 and the Steel and Steel Products Quality Control Order, 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The single most common error on this tariff line is assuming that the small and micro enterprise deferred-enforcement provision — which postpones the IS 1804:2004 obligation to 1 July 2025 — applies to importers. That carve-out is expressly limited to domestic production; importing enterprises, regardless of MSME status, are subject to the IS 1804:2004 requirement from 1 April 2025. An importer who ships against a non-CM/L-licensed supplier on the strength of the domestic SME deferral faces consignment detention and disposal of the sub-standard goods as scrap under Section 17 of the BIS Act, 2016.
