Electrode quality wire of other alloy steel
HSN 7229 90 21 (electrode quality wire of other alloy steel) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1804:2004 is mandatory under the ISI Mark Scheme with effect from 1 April 2025, by virtue of the Ropes and Cordages Quality Control Order, 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 1804:2004. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Ropes and Cordages Quality Control Order, 2024 · S.O. 4327(E) dated 03-10-2024
- 2Ensure each wire coil or spool bears the ISI mark and the supplier's CM/L number, applied under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Marking must appear on the product or its primary packaging traceable to the licensed batch.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 4327(E) dated 03-10-2024
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500; registration is valid for 75 days from issue and must remain within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 4Quote both the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies the CM/L against the BIS register and the SIMS number against the DGFT portal in real time; either being absent, expired, or scope-mismatched triggers consignment detention.Ropes and Cordages Quality Control Order, 2024 · BIS Act, 2016 · ITC HS policy condition 5 of Chapter 72
- 5If the consignment is a re-import for packaging only, or involves an SEZ-to-DTA movement without value addition, document the SIMS exemption basis at the time of filing. The BIS QCO obligation under IS 1804:2004 is not waived by either SIMS carve-out — the ISI-marked wire requirement still applies.DGFT policy circular 38/2015-20 dated 19-01-2022
The single most common error on this tariff line is treating IS 1804:2004 as a standard for steel wire ropes broadly, and sourcing from a CM/L-licensed rope manufacturer whose licence scope does not extend to electrode quality wire specifically. The CM/L licence is scope-specific by product form and alloy grade; a licence covering steel wire ropes or fibre-core ropes does not automatically cover electrode quality alloy steel wire under HSN 7229 90 21. Confirm that the supplier's CM/L schedule explicitly lists electrode quality wire at the wire-drawing stage, not at the rope-stranding stage.
