- 1Identify the specific Indian Standard mapped to HSN 7228 70 21 in Schedule 1 of the Steel and Steel Products QCO 2024. Verify the foreign supplier's BIS CM/L licence number against that IS on the BIS online register, confirming the licensed product scope and manufacturing facility before placing the purchase order.Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018 · Scheme-I of Schedule-II
- 2Ensure every section bears the ISI standard mark and that each consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer. Marking must appear on the product itself; test certificate must be consignment-specific.Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018

- 4Apply on the TCQCO portal for each steel consignment imported without a BIS licence or certification, seeking clarification before filing the bill of entry. - 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Comply with CBIC Instructions 16/2025-CUS and 23/2025-CUS regarding verification of the applicable Indian Standard of the input material; absent, expired, or scope-mismatched documentation triggers consignment detention.CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025 · BIS Act, 2016 · Customs Act, 1962
The critical oversight on this tariff line is importing against a CM/L licence whose Schedule 1 serial-number entry has had its enforcement suspended under S.O. 5134(E) dated 20-11-2025 — certain serial numbers in Schedule 1 are rendered inoperative for one or three years from that date, altering the effective compliance obligation for those specific IS entries. Importers must cross-check the Schedule 1 serial number mapped to their product against both suspension lists in S.O. 5134(E) before treating a CM/L as sufficient. Failure to do so risks either unnecessary compliance spend on a currently suspended entry, or — if the entry is still operative — detention for import of unmarked product.
