Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers alloy steel angles, shapes and sections of 80 mm or more under the Indian Standard mapped in Schedule 1 of the Steel and Steel Products QCO, 2024. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
  2. 2
Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-certified manufacturer. Each product must bear the standard mark under a BIS CM/L licence; sub-standard or defective product must be disposed of as scrap to avoid contravening Section 17(1)(b) of the BIS Act, 2016.

  3. 3
Check whether the specific IS serial number applicable to this product is among those whose enforcement has been suspended for 1 year or 3 years under S.O. 5134(E). If so, document the suspension basis on the bill of entry; if not, the full QCO obligation applies.
    S.O. 5134(E) dated 20-11-2025
  4. 4
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days from issue. Quote the SIMS automatic registration number on the bill of entry alongside the supplier's BIS CM/L number.

  5. 5
If the consignment is imported without BIS licence or certification, apply on the TCQCO portal for a clarification before import, in compliance with the Ministry of Steel circular dated 20-10-2023, and retain the CBIC clarification reference under F.No. 401/88/2023-Cus.III dated 09-11-2023. Confirm strict compliance with CBIC Instructions 16/2025-CUS and 23/2025-CUS on BIS-QCO-mapped input materials.

A word of counsel

The most frequent error on this tariff line is assuming that the partial suspensions under S.O. 5134(E) amount to a blanket stay of the Steel and Steel Products QCO, 2024. The suspension covers only the specific IS serial numbers listed in that notification; all other serial numbers in Schedule 1 remain fully operative from 29 August 2024. An importer who relies on a neighbour-entry suspension rather than verifying whether their specific IS serial number is listed faces detention, demurrage, and mandatory TCQCO-portal referral for the unlicensed consignment.

Frequently asked
Does HSN 7228 70 11 require BIS certification?
Yes. Alloy steel angles, shapes and sections of 80 mm or more must conform to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024, under the ISI Mark Scheme, with effect from 29 August 2024; import is permitted only from manufacturers holding a current BIS CM/L licence.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation. Fee ₹500, validity 75 days, apply no earlier than 60 days before the expected date of arrival.
Do the S.O. 5134(E) suspensions apply to this product?
Only if the IS serial number applicable to this product appears in the specific lists in S.O. 5134(E); suspensions are entry-specific, not product-category-wide. The importer must map the product to the relevant Schedule 1 serial number and verify against the published list before concluding the obligation is suspended.
Does one CM/L licence cover all sizes and shapes of alloy steel sections from a single manufacturer?
No. A CM/L licence is scope-specific by product form, size range, and manufacturing facility; angles, shapes, or sections outside the licensed scope, or produced at an unlicensed plant, are not covered and will trigger detention at customs.
