- 2Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-certified manufacturer. - 3Check whether the specific IS serial number applicable to this product is among those whose enforcement has been suspended for 1 year or 3 years under S.O. 5134(E). If so, document the suspension basis on the bill of entry; if not, the full QCO obligation applies.S.O. 5134(E) dated 20-11-2025

Confirm strict compliance with CBIC Instructions 16/2025-CUS and 23/2025-CUS on BIS-QCO-mapped input materials.MoS Circular dated 20-10-2023 · CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023 · CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025
The most frequent error on this tariff line is assuming that the partial suspensions under S.O. 5134(E) amount to a blanket stay of the Steel and Steel Products QCO, 2024. The suspension covers only the specific IS serial numbers listed in that notification; all other serial numbers in Schedule 1 remain fully operative from 29 August 2024. An importer who relies on a neighbour-entry suspension rather than verifying whether their specific IS serial number is listed faces detention, demurrage, and mandatory TCQCO-portal referral for the unlicensed consignment.
