- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose current licence covers the specific alloy steel bar or rod grade and size range under the Indian Standard mapped in Schedule 1 of the Steel and Steel Products QCO 2024. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every bar or rod in the consignment bears the ISI standard mark under the supplier's CM/L licence and is accompanied by a test certificate bearing the standard mark issued by the BIS-certified manufacturer for that consignment. The test certificate and mark must be traceable to the specific batch.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · BIS Act, 2016, Section 17
- 3If the consignment was imported without BIS licence or certification, apply and seek clarification on the TCQCO portal before clearance, as mandated by the Ministry of Steel circular dated 20-10-2023. Confirm compliance with CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023 on that circular.Ministry of Steel circular dated 20-10-2023 · CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023
- 4Register the consignment on the Steel Import Monitoring System portal in advance of arrival. The mandatory minimum 15-day advance registration window has been abolished; obtain the automatic SIMS registration number and ensure it remains valid on the arrival date. Re-imports for packaging and SEZ-to-DTA movements without value addition are exempt from SIMS registration.Policy Condition 5 of Chapter 72 · DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Notification 19/2015-20 dated 07-07-2022
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Comply with CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025 regarding the Indian Standard of the respective input material of steel and steel products intended for import and mapped under the QCO.CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025 · BIS Act, 2016 · Customs Act, 1962
The most consequential oversight on this tariff line is failing to verify whether the specific serial number in Schedule 1 of the Steel and Steel Products QCO 2024 that maps to the imported grade has been suspended under S.O. 5134(E) dated 20-11-2025 — certain entries are non-operative for one year or three years from that gazette date. An importer whose supplier holds a valid CM/L but whose Schedule 1 serial number is under a suspension window is in a materially different compliance position, and presenting a CM/L alone will not resolve a customs query about operative enforcement status.
