Lead-bearing alloy steel bars and rods, hot-rolled or extruded
HSN 7228 30 21 (lead-bearing alloy steel bars and rods) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products Quality Control Order, 2024. Conformity to the Indian Standard mapped in Schedule 1 of the controlling Quality Control Order is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers lead-bearing alloy steel bars and rods under the Indian Standard mapped to this tariff item in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 2Ensure every bar and rod in the consignment bears the ISI standard mark and is accompanied by a test certificate bearing the standard mark issued by the BIS-certified manufacturer. The standard mark must appear on the product; a certificate accompanying the consignment is additionally required per Schedule 1 obligations.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3If the consignment is imported without BIS licence or certification, apply for a clarification on the TCQCO portal before import, as mandated by the Ministry of Steel circular dated 20-10-2023. Verify compliance with the CBIC clarification on that circular before the bill of entry is filed.Ministry of Steel circular F.No. S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500, registration valid for 75 days from issue. Re-imports for packaging only, and SEZ-to-DTA movements, are carved out from the SIMS requirement.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · DGFT Policy Circular 38/2015-20 dated 19-01-2022
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Note that S.O. 5134(E) dated 20-11-2025 suspends enforcement for certain serial numbers in Schedule 1 for one year from gazette publication — confirm whether the IS mapped to this tariff item is among the suspended entries before shipment.S.O. 5134(E) dated 20-11-2025 · CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025
The most acute risk on this tariff line is the suspension carve-out under S.O. 5134(E): enforcement of certain IS entries in Schedule 1 of the Steel and Steel Products QCO is suspended for one year from 20 November 2025, but only for the specifically listed serial numbers. Importers frequently assume the suspension applies broadly and proceed without a CM/L-licensed supplier, only to find their tariff item's IS is not among the suspended entries — triggering detention, demurrage, and mandatory TCQCO portal referral before clearance can proceed.
