- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers high speed steel bars and rods under the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Every bar and rod must bear the standard mark under the CM/L licence; sub-standard material must be disposed of as scrap in compliance with Section 17(1)(b) of the BIS Act, 2016.S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016 (11 of 2016)
- 3Verify whether the specific serial number entry for this product in Schedule 1 of S.O. 3716(E) is among the entries suspended for one year under S.O. 5134(E). If the serial number is listed (items 49, 50, 60, 64, 86, 92, 93, 94, 102, 128, 132, 135, or 137), the IS enforcement is deferred for one year from 20 November 2025.S.O. 5134(E) dated 20-11-2025 · S.O. 3716(E) dated 29-08-2024

No. 401/88/2023-Cus.III dated 09-11-2023. Quote both the BIS CM/L number and the SIMS registration number on the bill of entry; also ensure compliance with CBIC Instructions 16/2025-CUS and 23/2025-CUS on mapped QCO standards.Ministry of Steel circular dated 20-10-2023 · CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023 · CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025
The most consequential oversight on this tariff line is failing to cross-check whether the specific Schedule 1 serial number for high speed steel bars and rods falls within the thirteen entries temporarily suspended under S.O. 5134(E) dated 20 November 2025. Importers who proceed without that check either waste compliance spend securing a CM/L licence for a currently-deferred entry, or — more dangerously — import without a licence against an entry that is not suspended, exposing the consignment to detention and confiscation under Section 17 of the BIS Act, 2016. Confirm the operative serial number directly against the published Schedule 1 before finalising the purchase order.
