Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Ensure each consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS CM/L-licensed manufacturer. The standard mark must appear on the product itself under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.

  3. 3
Register the consignment on the SIMS portal not earlier than 60 days before the expected date of arrival, paying the ₹500 fee. The automatic registration number is valid for 75 days; confirm it remains within validity on the date of import.
    DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
  4. 4
Quote the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry. If importing without BIS licence or certification, apply and seek clarification on the TCQCO portal for each consignment as mandated by the Ministry of Steel circular dated 20-10-2023.

  5. 5
If importing seconds or defective alloy steel bars and rods, comply with the value restriction, port restriction, and Pre-Shipment Inspection Certificate requirements. Sub-standard or defective steel not conforming to the specified standard must be disposed of as scrap without violating Section 17(1)(b) of the BIS Act, 2016.

A word of counsel

The single most common error on this tariff line is assuming the SIMS registration satisfies the full import compliance obligation. SIMS is a customs-clearance overlay; the statutory hook triggering detention at port is the absence of a CM/L-licensed manufacturer and a test certificate bearing the ISI mark under S.O. 3716(E). Additionally, certain serial-number entries in Schedule 1 have had enforcement suspended for one year under S.O. 5134(E) dated 20-11-2025 — importers should confirm whether the specific IS entry mapped to this HSN is among the suspended serial numbers before treating the BIS obligation as deferred.

Frequently asked
Does HSN 7227 90 30 require BIS certification?
Yes. Ball bearing quality hot-rolled alloy steel bars and rods in coils must conform to the Indian Standard in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024, under the ISI Mark Scheme with effect from 29 August 2024. Import is permitted only from manufacturers holding a current BIS CM/L licence.
Is SIMS registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade independently of the BIS QCO obligation. Fee ₹500, validity 75 days, application permitted no earlier than 60 days before the expected date of arrival.
Do the SIMS carve-outs for re-import for packaging or SEZ-DTA movements also exempt the BIS QCO obligation?
No. The SIMS carve-outs under DGFT Policy Circular 38/2015-20 dated 19-01-2022 relate solely to the SIMS registration requirement. The BIS QCO obligation under S.O. 3716(E) is not waived by either carve-out.
Does a single CM/L licence cover all alloy steel rod specifications and facilities under this HSN?
No. The CM/L licence is scope-specific by Indian Standard, product specification, size range, and manufacturing facility; consignments outside the licensed scope or from an unlicensed plant are not covered and face detention at port.
