The most consequential oversight on this tariff line is failing to check whether the specific serial number entry for valve spring steel quality under Schedule 1 of S.O. 3716(E) is among the thirteen entries whose enforcement was suspended for one year under S.O. 5134(E) dated 20-11-2025. If the entry is suspended, the BIS CM/L obligation is temporarily inoperative for that period; if it is not suspended, full ISI Mark enforcement applies immediately. Treating the suspension as a blanket deferral for all Schedule 1 items — rather than verifying the precise serial number — leads either to unnecessary compliance spend or to consignment detention at port.
