A word of counsel

The most consequential oversight on this tariff line is failing to check whether the specific serial number entry for valve spring steel quality under Schedule 1 of S.O. 3716(E) is among the thirteen entries whose enforcement was suspended for one year under S.O. 5134(E) dated 20-11-2025. If the entry is suspended, the BIS CM/L obligation is temporarily inoperative for that period; if it is not suspended, full ISI Mark enforcement applies immediately. Treating the suspension as a blanket deferral for all Schedule 1 items — rather than verifying the precise serial number — leads either to unnecessary compliance spend or to consignment detention at port.

Frequently asked
Does HSN 7227 90 10 require BIS certification?
Yes. Valve spring steel quality bars and rods in this tariff line must conform to the Indian Standard in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 under the ISI Mark Scheme, with effect from 29 August 2024. Import is permitted only from manufacturers holding a current BIS CM/L licence covering this product.
Is SIMS registration required separately from BIS QCO compliance?
Yes. Steel Import Monitoring System registration is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation; registration fee is ₹500, validity is 75 days, and applications open no earlier than 60 days before the expected arrival date.
Does the enforcement suspension under S.O. 5134(E) dated 20-11-2025 apply to valve spring steel quality?
Only if the serial number entry for valve spring steel quality in Schedule 1 is among the thirteen entries listed in S.O. 5134(E); the suspension applies entry-by-entry, not to the entire Steel and Steel Products QCO. Verify the specific serial number against the gazette to determine whether the suspension covers this product.
Does a single CM/L licence cover all bar dimensions and coil specifications of valve spring steel quality?
No. A CM/L licence is scope-specific by product specification, size range, and manufacturing facility; bars or coils outside the licensed scope, or produced at an unlicensed plant, are not covered and will be detained at customs.
