Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the Indian Standard mapped in Schedule 1 of the Steel and Steel Products QCO 2024 for high speed steel bars and rods. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.
    Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
  2. 2
Ensure each consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer. Each bar or rod must bear the ISI standard mark under the CM/L licence; sub-standard product must be disposed of as scrap per Section 17(1)(b) of the BIS Act, 2016.

  3. 3
Check the deferred-enforcement list under S.O. 5134(E) before shipment: serial numbers 49, 50, 60, 64, 86, 92, 93, 94, 102, 128, 132, 135, and 137 of Schedule 1 are suspended for one year from 20 November 2025. Confirm whether the specific IS entry for this product is affected before relying on a deferral.
    S.O. 5134(E) dated 20-11-2025
  4. 4
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500; registration is valid for 75 days from issue. DTA-to-SEZ movements and re-imports solely for packaging are exempt from SIMS.

  5. 5
For any consignment imported without a BIS CM/L licence or certification, apply for clarification on the TCQCO portal before shipment, and comply with the CBIC clarification on that Ministry of Steel circular. Quote both the BIS CM/L number and the SIMS registration number on the bill of entry; either absent, expired, or scope-mismatched triggers consignment detention.

A word of counsel

The single most common error on this tariff line is assuming that a CM/L licence valid for another alloy-steel product family covers high speed steel bars in coil form. The Steel and Steel Products QCO 2024 ties each IS entry in Schedule 1 to a specific product scope and manufacturing facility; a CM/L covering, for example, alloy-steel structural bars will not satisfy the standard-mark requirement for high speed steel bars, and customs will detain the consignment on a product-scope mismatch. Confirm the IS entry number and facility scope on the BIS register against the precise product specification — grade, dimension range, and coil form — before the purchase order is placed.

Frequently asked
Does HSN 7227 10 00 require BIS certification?
Yes. Hot-rolled high speed steel bars and rods in irregularly wound coils must conform to the Indian Standard in Schedule 1 of the Steel and Steel Products QCO 2024, and may only be imported from manufacturers holding a current BIS CM/L licence, with effect from 29 August 2024.
Is SIMS registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade under policy condition 5 of Chapter 72 and is independent of the BIS obligation. Fee ₹500, validity 75 days, application no earlier than 60 days before the expected arrival date.
Does the deferred-enforcement notification under S.O. 5134(E) affect this tariff line?
Possibly. S.O. 5134(E) dated 20-11-2025 suspends enforcement for specific serial numbers in Schedule 1 for one year; importers must confirm whether the IS entry applicable to high speed steel bars falls within the suspended serial numbers before treating the deferral as applicable.
Does a single CM/L licence cover all high speed steel bar grades and dimensions?
No. A CM/L licence is scope-specific by product grade, dimension range, and licensed manufacturing facility; grades or dimensions outside the licensed scope, or production from an unlicensed plant, are not covered and will trigger detention at port.
