Hot-rolled high speed steel bars and rods in coils
HSN 7227 10 00 (hot-rolled high speed steel bars and rods in irregularly wound coils) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products QCO 2024. Conformity to the Indian Standard mapped in Schedule 1 of the controlling Quality Control Order is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of S.O. 3716(E). Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 5For any consignment imported without a BIS CM/L licence or certification, apply for clarification on the TCQCO portal before shipment, and comply with the CBIC clarification on that Ministry of Steel circular. The single most common error on this tariff line is assuming that a CM/L licence valid for another alloy-steel product family covers high speed steel bars in coil form. The Steel and Steel Products QCO 2024 ties each IS entry in Schedule 1 to a specific product scope and manufacturing facility; a CM/L covering, for example, alloy-steel structural bars will not satisfy the standard-mark requirement for high speed steel bars, and customs will detain the consignment on a product-scope mismatch. Confirm the IS entry number and facility scope on the BIS register against the precise product specification — grade, dimension range, and coil form — before the purchase order is placed.
