HSN 7226 99 90 (flat-rolled products of other alloy steel, width less than 600 mm) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products QCO 2024. Conformity to the Indian Standard mapped in Schedule 1 of S.O. 3716(E) is mandatory under the ISI Mark Scheme with effect from 29 August 2024. Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer against the Indian Standard for this product in Schedule 1 of the Steel and Steel Products QCO 2024. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every coil or strip in the consignment bears the ISI mark and a test certificate bearing the standard mark issued by the BIS-certified manufacturer. The test certificate must accompany each consignment; marking must appear on the product itself.S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3Confirm whether the specific Indian Standard serial number for this HSN is among those whose enforcement has been suspended for 3 years or 1 year per S.O. 5134(E). If the serial number is suspended, document the basis and retain evidence; the SIMS and QCO portal obligations remain operative regardless.S.O. 5134(E) dated 20-11-2025
- 4Register the consignment on the Steel Import Monitoring System portal, applying not earlier than 60 days before the expected arrival date. The automatic registration number is valid for 75 days; quote it on the bill of entry alongside the BIS CM/L number.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition 5 of Chapter 72
- 5For every consignment imported without a BIS licence or certification, apply on the TCQCO portal for a consignment-specific clarification as mandated by the Ministry of Steel circular dated 20-10-2023 and the Central Board of Indirect Taxes and Customs clarification F.No. 401/88/2023-Cus.III dated 09-11-2023.Ministry of Steel circular F.No. S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023
The single most common failure on this tariff line is treating the partial enforcement suspensions under S.O. 5134(E) as a blanket exemption from the Steel and Steel Products QCO 2024. The suspensions are serial-number-specific within Schedule 1; unless the precise IS serial number covering the imported product is among those listed in S.O. 5134(E), the CM/L obligation under S.O. 3716(E) is fully operative. Importers who assume suspension without verifying the serial-number mapping face consignment detention and mandatory TCQCO portal referral.
