Narrow flat-rolled other alloy steel strip, sheet and plate
HSN 7226 99 89 (flat-rolled products of other alloy steel, width less than 600 mm) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products (Quality Control) Order, 2020. Conformity to the applicable Indian Standard — primary reference IS 11946 — is mandatory under the ISI Mark Scheme with effect from 14 November 2021 by virtue of S.O. 4637(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

- 5If importing without a BIS CM/L licence, apply for and obtain a clarification on the TCQCO portal before each consignment, as mandated by the Ministry of Steel circular dated 20-10-2023. The single most common failure on this tariff line is treating HSN 7226 99 89 as a single-IS code and sourcing a CM/L licence against IS 11946 when the actual consignment is, say, cold-reduced carbon steel strip (IS 513), hot-rolled structural plate (IS 1079 or IS 5986), or electrogalvanised sheet (IS 17404:2020). Each product variant maps to a distinct Indian Standard; a CM/L licence that covers IS 11946 (soft magnetic iron strip) does not authorise import of a different alloy-steel product classification, and Customs detains on a specification mismatch without regard to whether a valid SIMS registration is in place.
