Flat-rolled other alloy steel strip, painted, coloured or plastic-coated
HSN 7226 99 83 (flat-rolled products of other alloy steel, width less than 600 mm, painted, coloured or coated with plastics) is covered by a Bureau of Indian Standards Quality Control Order under the Steel and Steel Products (Quality Control) Order, 2020. Conformity to the Indian Standard mapped in Schedule 1 of S.O. 4637(E) is mandatory under the ISI Mark Scheme with effect from 22 December 2020. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.

- 2Ensure every coil, strip, or sheet bears the ISI mark and the supplier's CM/L number as required under Scheme-I of Schedule-II of the BIS (Conformity Assessment) Regulations, 2018. - 3If the consignment lacks a BIS CM/L licence or certification, apply on the TCQCO portal for a clarification from the Ministry of Steel before import. This is mandatory for every such steel consignment per the Ministry of Steel circular dated 20-10-2023.Ministry of Steel circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No.401/88/2023-Cus.III dated 09-11-2023
- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. - 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. The most frequent error on this tariff line is assuming that a CM/L licence covering a related steel product — pre-painted galvanised sheet (IS 14246:2013), hot-rolled strip (IS 10748:2004), or cold-reduced carbon steel strip (IS 513 Part 1:2016) — automatically extends to painted, coloured, or plastic-coated other alloy steel strip under HSN 7226 99 83. The alloy composition and coating process place this sub-heading in a distinct product scope; a CM/L issued for a carbon-steel or galvanised-sheet specification does not satisfy the QCO obligation here. Verify the supplier's CM/L explicitly against the applicable IS for other alloy steel flat products before shipment.
