Flat-rolled other alloy steel strip, sheet and plate under 600 mm wide
HSN 7226 99 79 (flat-rolled products of other alloy steel, width less than 600 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1079:2017, IS 5986:2017, IS 10748:2004, or IS 11513:2017 — depending on product specification — is mandatory under the ISI Mark Scheme with effect from 22 December 2020. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.

- 2Verify the foreign manufacturer's BIS CM/L licence number against the applicable IS standard on the BIS online register before placing the purchase order. Confirm the licensed scope covers the specific grade, width, thickness, and manufacturing facility of the consignment.Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-licensed manufacturer. Products not conforming to the specified standard must be disposed of as scrap without violating Section 17(1)(b) of the BIS Act, 2016.Steel and Steel Products QCO 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17 of the BIS Act, 2016 (11 of 2016)

- 5For each consignment imported without a BIS licence or certification, apply for and obtain clarification on the TCQCO portal as mandated by the Ministry of Steel circular dated 20-10-2023. Comply also with CBIC Instructions 16/2025-CUS and 23/2025-CUS on Indian Standard mapping for input materials.Ministry of Steel circular F.No.S-20011/14/2021-TECH dated 20-10-2023 · CBIC F.No.401/88/2023-CUS.III dated 09-11-2023 · CBIC Instruction 16/2025-CUS dated 18-06-2025 · CBIC Instruction 23/2025-CUS dated 15-07-2025
The single most common error on this tariff line is treating it as a single-IS entry when four Indian Standards — IS 1079:2017, IS 5986:2017, IS 10748:2004, and IS 11513:2017 — apply to distinct product sub-specifications within the same HSN. A CM/L licence held by the supplier against IS 1079 does not cover a shipment that falls within IS 10748 scope; customs verifies the IS-to-product mapping against the test certificate at port, and a specification mismatch triggers consignment detention regardless of SIMS registration status.
