Electrolytically coated flat-rolled alloy steel strip, plain and corrugated
HSN 7226 99 72 (electrolytically coated flat-rolled alloy steel strip, plain and corrugated) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 5986:2017 (and, where applicable, IS 1079:2017) is mandatory under the ISI Mark Scheme with effect from 22 December 2020, under the Steel and Steel Products (Quality Control) Order, 2020. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS CM/L licence on the BIS online register before placing the purchase order. The licence must cover IS 5986:2017 (for plain and corrugated strip) or IS 1079:2017 (for hot-rolled carbon steel sheet, plate and strip) as applicable to the specific product, and must extend to the manufacturing facility supplying the consignment.Steel and Steel Products (Quality Control) Order, 2020 · S.O. 4637(E) dated 22-12-2020
- 2Ensure every coil, strip unit, or bundle bears the ISI mark and the supplier's CM/L number traceable to the licensed facility. Marking must appear on the product or attached label, not solely on outer packaging or invoices.ISI Mark Scheme · Scheme-I of the BIS (Conformity Assessment) Regulations, 2018
- 3Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected arrival date. The registration fee is ₹500 and the automatic registration number remains valid for 75 days; it must remain within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 4If the consignment is imported without BIS certification, apply on the TCQCO portal for clarification before import, as mandated for all steel importers. Also ensure compliance with the Central Board of Indirect Taxes and Customs clarification on this requirement.Ministry of Steel circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC F.No.401/88/2023-Cus.III dated 09-11-2023
- 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies both in real time; an absent, expired, or scope-mismatched CM/L, or an expired SIMS registration, triggers consignment detention, demurrage, and potential re-export.S.O. 4637(E) dated 22-12-2020 · ITC (HS) policy condition no. 5 of Chapter 72 · BIS Act, 2016 · Customs Act, 1962
The most common error on this tariff line is selecting the wrong Indian Standard for the CM/L licence. Four IS numbers appear in the QCO for overlapping Chapter 72 products — IS 5986:2017 governs hot-rolled strip for forming and flanging (the primary scope for plain and corrugated), IS 1079:2017 covers hot-rolled carbon steel sheet, plate and strip, IS 10748:2004 covers strip for welded tubes, and IS 11513:2017 covers strip for cold rolling. An importer whose supplier holds a CM/L against IS 1079:2017 but whose product scope is IS 5986:2017 will face a scope-mismatch detention at port regardless of the licence's apparent validity.
