Compliance steps
  1. 1
Verify the foreign manufacturer's BIS CM/L licence on the BIS online register before placing the purchase order. The licence must cover IS 5986:2017 (for plain and corrugated strip) or IS 1079:2017 (for hot-rolled carbon steel sheet, plate and strip) as applicable to the specific product, and must extend to the manufacturing facility supplying the consignment.
Steel and Steel Products (Quality Control) Order, 2020 · S.O. 4637(E) dated 22-12-2020
  2. 2
Ensure every coil, strip unit, or bundle bears the ISI mark and the supplier's CM/L number traceable to the licensed facility. Marking must appear on the product or attached label, not solely on outer packaging or invoices.
ISI Mark Scheme · Scheme-I of the BIS (Conformity Assessment) Regulations, 2018
  3. 3
Register the consignment on the Steel Import Monitoring System portal no earlier than 60 days before the expected arrival date. The registration fee is ₹500 and the automatic registration number remains valid for 75 days; it must remain within validity on the date of arrival.
    DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
  4. 4
If the consignment is imported without BIS certification, apply on the TCQCO portal for clarification before import, as mandated for all steel importers. Also ensure compliance with the Central Board of Indirect Taxes and Customs clarification on this requirement.
    Ministry of Steel circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC F.No.401/88/2023-Cus.III dated 09-11-2023
  5. 5
Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Customs verifies both in real time; an absent, expired, or scope-mismatched CM/L, or an expired SIMS registration, triggers consignment detention, demurrage, and potential re-export.

A word of counsel

The most common error on this tariff line is selecting the wrong Indian Standard for the CM/L licence. Four IS numbers appear in the QCO for overlapping Chapter 72 products — IS 5986:2017 governs hot-rolled strip for forming and flanging (the primary scope for plain and corrugated), IS 1079:2017 covers hot-rolled carbon steel sheet, plate and strip, IS 10748:2004 covers strip for welded tubes, and IS 11513:2017 covers strip for cold rolling. An importer whose supplier holds a CM/L against IS 1079:2017 but whose product scope is IS 5986:2017 will face a scope-mismatch detention at port regardless of the licence's apparent validity.

Frequently asked
Does HSN 7226 99 72 require BIS certification?
Yes. Conformity is mandatory under the ISI Mark Scheme from 22 December 2020 per the Steel and Steel Products (Quality Control) Order, 2020; import is permitted only from manufacturers holding a current BIS CM/L licence covering the applicable Indian Standard and manufacturing facility.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade, costs ₹500, and is valid for 75 days; it is independent of the BIS CM/L obligation and both must be in order on the arrival date.
Which Indian Standard governs plain and corrugated strip under this tariff line?
IS 5986:2017 governs hot-rolled steel sheet, plate and strip for forming and flanging purposes, covering the plain and corrugated scope. IS 1079:2017 governs hot-rolled carbon steel sheet, plate and strip broadly; the supplier's CM/L must cover the standard matching the specific product being imported.
Does a single CM/L licence cover all strip variants and production facilities?
No. A CM/L licence is scope-specific by Indian Standard, product dimensions, and manufacturing facility; strip variants or facilities outside the licensed scope are not covered and will be detained at customs.
