Plain and corrugated flat-rolled strips of other alloy steel
HSN 7226 99 71 (plain and corrugated flat-rolled products of other alloy steel, width less than 600 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 1079:2017, IS 5986:2017, IS 10748:2004, and IS 11513:2017 is mandatory under the ISI Mark Scheme by virtue of the Steel and Steel Products Quality Control Order, 2024 (S.O. 3716(E)). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Verify the foreign manufacturer's BIS CM/L licence on the BIS online register against the applicable IS — IS 1079:2017 (hot rolled carbon steel sheet, plate and strip), IS 5986:2017 (hot rolled steel sheet, plate and strip for forming and flanging), IS 10748:2004 (hot rolled steel strip for welded tubes and pipes), or IS 11513:2017 (hot rolled carbon steel strip for cold rolling). The licence must cover the specific product specification and manufacturing facility before the purchase order is placed.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · IS 1079:2017; IS 5986:2017; IS 10748:2004; IS 11513:2017
- 2Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS CM/L-licensed manufacturer. Each piece of steel and steel product must also bear the standard mark under the CM/L licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · BIS (Conformity Assessment) Regulations, 2018, Scheme-I of Schedule-II
- 3Register the consignment on the Steel Import Monitoring System portal, applying no earlier than 60 days before the expected date of arrival. The registration fee is ₹500 and the automatic registration number is valid for 75 days. Verify that the SIMS registration covers the correct Indian Standard mapped to this consignment, as now mandated by CBIC Instructions 16/2025-CUS and 23/2025-CUS.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025
- 4Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. If importing without BIS licence or certification, apply and seek clarification on the TCQCO portal for each consignment in accordance with the Ministry of Steel circular dated 20-10-2023, and ensure compliance with CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023.Ministry of Steel Circular dated 20-10-2023, F.No. S-20011/14/2021-Tech · CBIC clarification F.No. 401/88/2023-CUS.III dated 09-11-2023
- 5If the consignment is a re-import of steel for packaging only, or an SEZ-to-DTA movement (with or without value addition), document the SIMS exemption basis. The BIS QCO obligation under the applicable Indian Standard is not waived by either SIMS carve-out — the ISI-marked product and accompanying test certificate requirements continue to apply.DGFT Policy Circular 38/2015-20 dated 19-01-2022 · DGFT Notification 19/2015-20 dated 07-07-2022
The most consequential error on this tariff line is failing to match the specific Indian Standard on the SIMS registration to the actual specification of the imported material. CBIC Instructions 16/2025-CUS and 23/2025-CUS now require SIMS registration to be mapped to the notified Indian Standard for the input material — a SIMS registration that cites the wrong IS (e.g., IS 1079:2017 on a consignment that should be certified to IS 5986:2017 or IS 10748:2004) triggers detention and a mandatory TCQCO portal query before clearance is granted, with demurrage accumulating throughout.
