The single most common error on this tariff line is importing skelp against a CM/L licence whose product scope covers only finished pipe or tube — not the skelp (strip feedstock) itself. BIS licences are scope-specific by product form; a supplier licensed for welded pipes under a related IS is not automatically licensed for skelp. Customs cross-checks the CM/L product description against the bill of entry at port, and a scope mismatch triggers detention and potential re-export regardless of whether the underlying steel would otherwise conform to the standard.
