- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the Indian Standard mapped to high speed steel hoops and strips in Schedule 1 of the Steel and Steel Products QCO 2024. - 2Ensure every consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS CM/L-licensed manufacturer. Each strip or hoop must bear the ISI mark under licence from Bureau of Indian Standards; product bearing no standard mark is sub-standard within the meaning of the QCO and must be disposed of as scrap.S.O. 3716(E) dated 29-08-2024 · Section 17(1)(b) of the BIS Act, 2016
- 3Before import, verify via the TCQCO portal whether the consignment can proceed without a BIS licence or certification. - 5Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Ensure strict compliance with Central Board of Indirect Taxes and Customs Instructions 16/2025-CUS and 23/2025-CUS regarding the Indian Standard of the input material as mapped in the QCO; either number absent, expired, or scope-mismatched triggers consignment detention.CBIC Instruction No. 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction No. 23/2025-CUS dated 15-07-2025
The most consequential oversight on this tariff line is importing without first confirming the specific IS number mapped to high speed steel hoops and strips in Schedule 1 of S.O. 3716(E), since the structured regulatory record does not carry that IS number and sourcing a CM/L-licensed supplier requires knowing the exact standard. Additionally, S.O. 5134(E) dated 20-11-2025 suspended enforcement of specified serial numbers in Schedule 1 for one or three years — importers must confirm whether the IS applicable to this HSN falls within a suspended serial number before treating the QCO as currently operative.
