- 5Check whether this tariff line's serial entry in Schedule 1 is among those under the one-year enforcement suspension notified by S.O. 5134(E). If the IS entry is suspended, document the basis for any exemption claim; the SIMS registration and CM/L obligations for all other entries remain operative.S.O. 5134(E) dated 20-11-2025
The most common failure on this tariff line is assuming that SIMS registration constitutes the primary compliance obligation and treating BIS CM/L verification as a secondary step. The statutory hook for port detention under the Steel and Steel Products Quality Control Order, 2024 is import of non-conforming or unmarked product from a manufacturer without a current CM/L licence — a clean SIMS registration does not cure an absent or scope-mismatched CM/L. Additionally, the selective one-year enforcement suspension under S.O. 5134(E) applies only to specific serial numbers in Schedule 1; importers must confirm whether the high speed steel entry is suspended before treating BIS requirements as deferred.
