Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers high speed steel flat-rolled products of width less than 600 mm in coils. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
  2. 2
Ensure each coil bears the ISI standard mark under CM/L licence per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Every consignment must be accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer.

  3. 3
Register the consignment on the SIMS portal before import, paying a fee of ₹500 and obtaining an automatic registration number valid for 75 days. Apply no earlier than 60 days before the expected date of arrival. Re-imports for packaging only and SEZ-to-DTA movements without value addition are exempt from SIMS.

  4. 4
If importing without a BIS CM/L licence or certification, apply on the TCQCO portal for each consignment and seek the mandatory clarification as required under the Ministry of Steel circular dated 20-10-2023. Comply with the CBIC clarification on that circular issued vide F.No. 401/88/2023-Cus.III dated 09-11-2023.
    MoS circular dated 20-10-2023 · CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023
  5. 5
Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Note that CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025 requires strict compliance of the Indian Standard of the respective input material for steel products intended for import as mapped in the QCO.

A word of counsel

The single most common error on this tariff line is assuming that a generic steel CM/L licence covers high speed steel narrow strip in coil form. High speed steel is a specialised alloy category with its own Indian Standard entry in Schedule 1 of the Quality Control Order; a CM/L licence granted for carbon steel or general alloy steel strip does not extend to high speed steel product. Presenting a mismatched CM/L at port triggers consignment detention and a mandatory TCQCO portal referral under the Ministry of Steel circular dated 20-10-2023, with resulting demurrage accruing throughout the verification cycle.

Frequently asked
Does HSN 7226 20 11 require BIS certification?
Yes. High speed steel flat-rolled products in coils must conform to the Indian Standard specified in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 under the ISI Mark Scheme; only manufacturers holding a current BIS CM/L licence covering this product may supply for import.
Is SIMS registration required separately from BIS QCO compliance?
Yes. SIMS registration under DGFT Notification 33/2015-20 is an independent customs-clearance overlay; fee ₹500, registration valid 75 days, applied no earlier than 60 days before expected arrival. Re-imports for packaging and exempt SEZ-to-DTA movements do not require SIMS registration.
Does S.O. 5134(E) dated 20-11-2025 affect the enforcement of the Indian Standard for this HSN?
S.O. 5134(E) suspends enforcement for serial numbers 49, 50, 60, 64, 86, 92, 93, 94, 102, 128, 132, 135, and 137 of Schedule 1 for one year from its gazette publication date. Whether this HSN's mapped IS falls within those serial numbers must be verified against the current Schedule 1 text.
Does a single CM/L licence cover all high speed steel product variants and manufacturing facilities?
No. A CM/L licence is scope-specific by product specification, dimensional range, and licensed manufacturing facility; variants or plants outside the licence scope are not covered, and customs detains consignments on a scope mismatch.
