Cold-rolled flat products of other alloy steel, width under 600 mm
HSN 7226 19 20 (cold-rolled flat-rolled products of other alloy steel, width less than 600 mm) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, per S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

SIMS is a steel-monitoring overlay; the statutory hook triggering detention and mandatory scrap-disposal is the absence of an ISI mark and a valid test certificate under the Steel and Steel Products Quality Control Order, 2024. Where BIS certification is genuinely absent, the TCQCO portal clarification process must be completed before the consignment reaches the port — not at the examination stage, when demurrage and ground rent are already accruing.
