Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 for this product. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.
Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
  2. 2
Ensure every consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-licensed manufacturer. The standard mark must also appear on the product itself, not on packaging alone, in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.

  3. 3
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Pay the registration fee of ₹500 and ensure the automatic registration number, valid for 75 days, remains within validity on the date of arrival.

  4. 4
Comply with CBIC Instruction 16/2025-CUS dated 18-06-2025 as modified by CBIC Instruction 23/2025-CUS dated 15-07-2025 regarding mandatory SIMS portal registration mapped against the Indian Standard of the respective steel input material. Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry.

  5. 5
If the consignment is a re-import for packaging purposes only, or an SEZ-to-DTA movement without value addition, document the SIMS exemption basis in writing. The BIS QCO obligation under S.O. 3716(E) is not waived by either SIMS carve-out — the ISI-marked product requirement continues to apply.

A word of counsel

The most consequential oversight on this tariff line is failing to identify the specific Indian Standard mapped to this product in Schedule 1 of S.O. 3716(E) before sourcing — and thereby accepting a CM/L licence whose product scope does not cover the exact alloy grade, thickness range, or width class of the consignment. Customs verifies the CM/L scope in real time against the BIS register; a scope mismatch, even where the supplier holds a valid CM/L for a related product, triggers detention, demurrage, and ground rent accumulation with no fast-track remedy available at port.

Frequently asked
Does HSN 7226 19 10 require BIS certification?
Yes. Hot-rolled flat products of other alloy steel under this tariff line must conform to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 and bear the ISI mark under a BIS CM/L licence with effect from 29 August 2024.
Is Steel Import Monitoring System registration required in addition to BIS QCO compliance?
Yes. SIMS registration is administered separately by the Directorate General of Foreign Trade; it is a customs-clearance overlay independent of the BIS QCO. The registration fee is ₹500, the number is valid for 75 days, and applications may be made no earlier than 60 days before expected arrival.
Do SIMS exemptions for re-imports or SEZ movements also exempt the BIS QCO obligation?
No. The SIMS carve-outs under DGFT policy circular 38/2015-20 — covering re-imports for packaging and SEZ-to-DTA movements — do not relax the ISI mark requirement under S.O. 3716(E). Both obligations must be assessed independently.
Does one CM/L licence cover all alloy grades and dimensions within HSN 7226 19 10?
No. A CM/L licence is scope-specific by alloy grade, dimension range, and licensed manufacturing facility; product falling outside the licensed scope, or from an unlicensed plant, is not covered and attracts detention on import.
