- 2Ensure every consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-licensed manufacturer. - 5If the consignment is a re-import for packaging purposes only, or an SEZ-to-DTA movement without value addition, document the SIMS exemption basis in writing. The BIS QCO obligation under S.O. 3716(E) is not waived by either SIMS carve-out — the ISI-marked product requirement continues to apply.DGFT policy circular 38/2015-20 dated 19-01-2022 · Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E)
The most consequential oversight on this tariff line is failing to identify the specific Indian Standard mapped to this product in Schedule 1 of S.O. 3716(E) before sourcing — and thereby accepting a CM/L licence whose product scope does not cover the exact alloy grade, thickness range, or width class of the consignment. Customs verifies the CM/L scope in real time against the BIS register; a scope mismatch, even where the supplier holds a valid CM/L for a related product, triggers detention, demurrage, and ground rent accumulation with no fast-track remedy available at port.
