The most common error on this tariff line is importing grain-oriented electrical steel (CRNO) as 'seconds and defectives' to avoid BIS QCO obligations, without satisfying the concurrent value restriction, port restriction, and Pre-Shipment Inspection Certificate requirements that apply specifically to CRNO imports under Policy Conditions 1, 2, and 3 of Chapter 72. Both the BIS QCO and the CRNO-specific restrictions operate simultaneously; circumventing one triggers statutory consequences under the other. Any consignment of prime CRNO electrical sheets is also subject to the price restrictions specified in the Madras High Court order dated 21-01-2004.
