Flat-rolled other alloy steel products, width 600 mm or more
HSN 7225 99 90 (flat-rolled products of other alloy steel, width 600 mm or more) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of S.O. 3716(E). Steel Import Monitoring System (SIMS) registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers the specific flat-rolled alloy steel product under the Indian Standard mapped in Schedule 1 of S.O. 3716(E). Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every consignment is accompanied by a test certificate bearing the BIS standard mark, issued by the CM/L-licensed manufacturer. Each product must also bear the standard mark under the CM/L licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 3Register the consignment on the SIMS portal not earlier than 60 days before the expected date of arrival. Pay the ₹500 registration fee and retain the automatic registration number, which is valid for 75 days from issue.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 4For any consignment imported without a BIS CM/L licence or certification, apply for and obtain a clarification on the TCQCO portal for each consignment before customs clearance, as mandated by the Ministry of Steel circular dated 20-10-2023. Ensure compliance with the CBIC clarification on this requirement.Ministry of Steel circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No.401/88/2023-Cus.III dated 09-11-2023
- 5Quote the supplier's BIS CM/L number and the SIMS automatic registration number on the bill of entry. If SIMS carve-outs apply (re-import for packaging, or SEZ-DTA movement without value addition), document the exemption basis; the BIS QCO obligation under S.O. 3716(E) is not waived by any SIMS carve-out.DGFT policy circular 38/2015-20 dated 19-01-2022 · DGFT Notification 19/2015-20 dated 07-07-2022 · Steel and Steel Products Quality Control Order, 2024
The most consequential oversight on this tariff line is assuming that the residual "Other" classification under HSN 7225 99 90 places the product outside the Steel and Steel Products QCO, 2024. S.O. 3716(E) operates through Schedule 1, which maps specific Indian Standards to specific product descriptions; importers must identify the exact IS applicable to their alloy grade and verify the supplier's CM/L scope covers that IS — not merely confirm that a CM/L exists. A CM/L licensed against a different IS number within the same QCO does not satisfy the standard-mark requirement and triggers detention under Section 17 of the BIS Act, 2016.
