Plated or coated with aluminium
Aluminium-coated flat-rolled other alloy steel sheets and strip
HSN 7225 99 10 (flat-rolled other alloy steel, plated or coated with aluminium, width 600 mm or more) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to IS 513 (Part 1):2016 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, under the Steel and Steel Products (Quality Control) Order, 2024. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 513 (Part 1):2016. Verify the supplier's CM/L number, licensed product scope, and licensed manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products (Quality Control) Order, 2024 · S.O. 3716(E) dated 29-08-2024 · IS 513 (Part 1):2016
- 2Ensure every coil, sheet, or strip in the consignment bears the ISI mark and the supplier's CM/L number under Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018. Each consignment must also be accompanied by a test certificate bearing the standard mark issued by the BIS-certified manufacturer.Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018 · S.O. 3716(E) dated 29-08-2024
- 3Register the consignment on the Steel Import Monitoring System portal before import. Re-imports of steel for packaging only, and SEZ-to-DTA movements without value addition, are exempt from SIMS registration; document the exemption basis on the bill of entry.ITC (HS) policy condition 5 of Chapter 72 · DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 4Apply on the TCQCO portal for each consignment imported without a BIS licence or certification and obtain a clarification reference from that portal before clearance, in accordance with the Ministry of Steel circular dated 20-10-2023. Quote the TCQCO reference and the BIS CM/L number on the bill of entry.Ministry of Steel circular F.No. S-20011/14/2021-Tech dated 20-10-2023 · CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023
- 5Ensure the bill of entry reflects compliance with CBIC Instruction 16/2025-Customs as modified by CBIC Instruction 23/2025-Customs regarding the Indian Standard of the input material. Sub-standard or defective steel that does not conform to IS 513 (Part 1):2016 must be disposed of as scrap without violating Section 17(1)(b) of the BIS Act, 2016.CBIC Instruction 16/2025-Customs dated 18-06-2025 · CBIC Instruction 23/2025-Customs dated 15-07-2025 · Section 17 of the BIS Act, 2016 (11 of 2016)
The most frequent error on this tariff line is treating Steel Import Monitoring System registration as sufficient clearance evidence while presenting a CM/L licence that covers a different IS number or product scope — cold-forming grades (IS 513 Part 1) and high-tensile multi-phase grades (IS 513 Part 2) carry separate licensing scopes, and an aluminium-coated product must be traced to a licence that specifically covers the coated variant. Customs real-time verification against the BIS register will detect a scope mismatch and detain the consignment regardless of a valid SIMS registration number.
