- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 17404:2020 for electrogalvanized (hot-rolled) and cold-reduced carbon steel sheets and strips. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.IS 17404:2020 · Steel and Steel Products (Quality Control) Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 2Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark issued by the BIS-certified manufacturer. Each product must bear the standard mark under a CM/L licence per Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.Steel and Steel Products (Quality Control) Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected arrival date. Fee ₹500, registration valid for 75 days from issue; the registration must remain within validity on the date of arrival.DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023 · Policy Condition 5 of Chapter 72
- 4For consignments imported without BIS CM/L certification, apply for and obtain clarification on the TCQCO portal before importation, as mandated for all steel importers. Also verify CBIC Instruction 16/2025-Customs dated 18-06-2025 as modified by CBIC Instruction 23/2025-Customs dated 15-07-2025 regarding Indian Standard mapping for the input material.Ministry of Steel Circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC F.No.401/88/2023-CUS.III dated 09-11-2023 · CBIC Instruction 16/2025-Customs dated 18-06-2025; CBIC Instruction 23/2025-Customs dated 15-07-2025
- 5Sub-standard or defective steel products that do not conform to IS 17404:2020 must be disposed of as scrap in a manner that does not violate clause (b) of sub-section (1) of Section 17 of the BIS Act, 2016. If the SIMS carve-out applies (re-import for packaging or SEZ movements without value addition), document the exemption basis; the BIS QCO obligation is not waived.Section 17(1)(b) of the BIS Act, 2016 (11 of 2016) · DGFT Policy Circular 38/2015-20 dated 19-01-2022
The most common error on this tariff line is assuming that SIMS registration satisfies the import obligation in full, while the CM/L licence under IS 17404:2020 is the statutory hook that determines admissibility. A consignment with a valid SIMS number but an unlicensed, lapsed, or scope-mismatched supplier CM/L is liable to detention and disposal as scrap under the Steel and Steel Products (Quality Control) Order, 2024 — re-export is not guaranteed as a remedy where the goods are already non-conforming.
