HSN 7225 40 30 (hot-rolled other-alloy-steel flat-rolled products, width ≥600 mm, not in coils, below 3 mm thickness) is covered by a Bureau of Indian Standards Quality Control Order. Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers the Indian Standard listed in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 for this tariff item. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018

- 4Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. - 5If the consignment is imported without a BIS CM/L licence or certification, apply on the TCQCO portal for each consignment as mandated by the Ministry of Steel circular dated 20-10-2023, and ensure compliance with the Central Board of Indirect Taxes and Customs clarification on that circular. Sub-standard or defective products not conforming to the specified standard must be disposed of as scrap in compliance with Section 17(1)(b) of the BIS Act, 2016.Ministry of Steel Circular F.No.S-20011/14/2021-Tech dated 20-10-2023 · CBIC Circular F.No.401/88/2023-Cus.III dated 09-11-2023 · Section 17(1)(b) of the BIS Act, 2016
The single most common error on this tariff line is treating the SIMS registration as the primary compliance obligation while overlooking the BIS QCO. Any amendment or revision made by Bureau of Indian Standards to the Indian Standard listed in Schedule 1 automatically applies to this order from the date of BIS publication — importers on long-cycle purchase orders who fail to monitor IS revision notices risk importing product to a superseded standard, triggering detention and mandatory disposal as scrap under Section 17(1)(b) of the BIS Act, 2016.
