Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers flat-rolled alloy steel in the 3 mm to 4.75 mm thickness range. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.

  2. 2
Ensure each product unit and each consignment bears the ISI standard mark under the supplier's CM/L licence. Every consignment must be accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer.

  3. 3
If the consignment is imported without BIS licence or certification, apply on the TCQCO portal for a clarification from the Ministry of Steel before shipment. This portal-filing step is mandatory under the Ministry of Steel circular dated 20-10-2023.

  4. 4

A word of counsel

The single most common oversight on this tariff line is failing to engage the TCQCO portal when the foreign supplier does not hold a BIS CM/L licence for the specific thickness band. Importers frequently assume that generic steel-grade coverage under a broad CM/L satisfies the Schedule 1 obligation for 3 mm to 4.75 mm flat-rolled alloy steel — it does not. A thickness range outside the licensed scope is treated as an uncertified import, triggering detention and the mandatory TCQCO-portal clarification cycle under the Ministry of Steel circular dated 20-10-2023, with customs enforcement confirmed by Central Board of Indirect Taxes and Customs via F.No. 401/88/2023-Cus.III.

Frequently asked
Does HSN 7225 40 20 require BIS certification?
Yes. Conformity to the Indian Standard specified in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme from 29 August 2024; import is permitted only from manufacturers holding a current BIS CM/L licence covering this product and thickness range.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade independently of the BIS obligation. Fee ₹500, validity 75 days, apply no earlier than 60 days before the expected arrival date.
What must an importer do if the foreign supplier has no BIS CM/L licence for this product?
The importer must apply on the TCQCO portal for a Ministry of Steel clarification for each such consignment, as mandated by the Ministry of Steel circular dated 20-10-2023, read with CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023.
Does a single CM/L licence cover all alloy steel flat-rolled products across all thickness ranges?
No. The CM/L is scope-specific; the licensed thickness range, product grade, and manufacturing facility must all match the consignment. Material outside the licensed scope is treated as uncertified and is liable to detention.
