- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers flat-rolled alloy steel in the 3 mm to 4.75 mm thickness range. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure each product unit and each consignment bears the ISI standard mark under the supplier's CM/L licence. Every consignment must be accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
- 3If the consignment is imported without BIS licence or certification, apply on the TCQCO portal for a clarification from the Ministry of Steel before shipment. This portal-filing step is mandatory under the Ministry of Steel circular dated 20-10-2023.Ministry of Steel circular dated 20-10-2023 · F.No. S-20011/14/2021-Tech · CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023

- 5Quote both the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Sub-standard or defective material that does not conform to the Schedule 1 standard must be disposed of as scrap in compliance with Section 17(1)(b) of the BIS Act, 2016.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) · BIS Act, 2016 Section 17 · Policy condition 5 of Chapter 72
The single most common oversight on this tariff line is failing to engage the TCQCO portal when the foreign supplier does not hold a BIS CM/L licence for the specific thickness band. Importers frequently assume that generic steel-grade coverage under a broad CM/L satisfies the Schedule 1 obligation for 3 mm to 4.75 mm flat-rolled alloy steel — it does not. A thickness range outside the licensed scope is treated as an uncertified import, triggering detention and the mandatory TCQCO-portal clarification cycle under the Ministry of Steel circular dated 20-10-2023, with customs enforcement confirmed by Central Board of Indirect Taxes and Customs via F.No. 401/88/2023-Cus.III.
