High tensile alloy steel flat-rolled products, hot-rolled, not in coils
HSN 7225 40 13 (high tensile quality alloy steel flat-rolled products, hot-rolled, not in coils) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, as notified vide S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.

The most frequent error on this tariff line is assuming that a SIMS registration number satisfies Customs and that the BIS CM/L obligation can be addressed post-arrival via the TCQCO clarification portal. The TCQCO portal route is a supervised exception — not a standard import pathway — and Customs, guided by CBIC clarification F.No. 401/88/2023-Cus.III dated 09-11-2023, verifies BIS certification independently. Importing without a current CM/L licence exposes the consignment to detention, compulsory scrap disposal under Section 17(1)(b) of the BIS Act, 2016, and potential monetary penalty.
