Boiler quality hot-rolled alloy steel flat products, not in coils
HSN 7225 40 11 (boiler quality flat-rolled alloy steel, not in coils) is covered by a Bureau of Indian Standards Quality Control Order. Conformity to the Indian Standard mapped in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024 is mandatory under the ISI Mark Scheme with effect from 29 August 2024, by virtue of S.O. 3716(E). Steel Import Monitoring System registration administered by the Directorate General of Foreign Trade applies as a separate customs-clearance overlay.
Procedural directions for customs clearance are issued by: Central Board of Indirect Taxes and Customs, Directorate General of Foreign Trade.
- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against the Indian Standard specified in Schedule 1 of the Steel and Steel Products Quality Control Order, 2024. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every consignment is accompanied by a test certificate bearing the ISI standard mark, issued by the BIS-certified manufacturer. Each plate or product must also bear the standard mark under the CM/L licence; unmarked consignments are liable to be disposed of as scrap under Section 17(1)(b) of the BIS Act, 2016.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Section 17(1)(b) of the BIS Act, 2016 (11 of 2016)
- 3Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Fee ₹500; the automatic SIMS registration number is valid for 75 days and must remain within validity on the date of arrival.Policy condition 5 of Chapter 72 · DGFT Notification 33/2015-20 dated 28-09-2020 · DGFT Notification 28/2023 dated 28-08-2023
- 4If the consignment arrives without a BIS CM/L licence or certification, apply for and obtain a clarification on the TCQCO portal before clearance, as mandated for all steel importers. Compliance with the CBIC clarification on the Ministry of Steel circular is also required.Ministry of Steel Circular dated 20-10-2023 · CBIC F.No. 401/88/2023-CUS.III dated 09-11-2023
- 5Quote both the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Note that SIMS exemptions for re-import of packaging steel and SEZ-DTA movements do not waive the BIS QCO obligation under S.O. 3716(E).DGFT Policy Circular 38/2015-20 dated 19-01-2022 · Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024
The single most common error on this tariff line is assuming that a clean SIMS registration suffices for customs clearance while the BIS QCO obligation is treated as a back-office matter. The statutory disposal-as-scrap consequence under Section 17(1)(b) of the BIS Act, 2016 applies to sub-standard or unmarked steel regardless of SIMS compliance status. Additionally, importers frequently overlook the mandatory TCQCO portal clarification step for any consignment arriving without BIS certification — omitting this step attracts separate customs-level detention independent of the substantive QCO non-conformance.
