The most common failure on this tariff line is assuming the specific Indian Standard number is self-evident without consulting Schedule 1 of S.O. 3716(E): the QCO maps individual IS numbers to each steel product category, and importing forged blanks against an incorrect or adjacent IS triggers detention regardless of the CM/L licence held. Additionally, S.O. 5134(E) dated 20-11-2025 suspends enforcement of a defined set of serial-number entries in Schedule 1 for periods of one or three years — an importer must verify whether the specific serial number applicable to this product is among those suspended before concluding that a CM/L licence is presently required.
