- 1Source only from a Bureau of Indian Standards CM/L-licensed manufacturer whose licence covers the specific alloy steel grade and ingot or primary form being imported. Verify the CM/L number, licensed product scope, and manufacturing facility on the BIS online register before placing the purchase order.Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E) dated 29-08-2024 · Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018
- 2Ensure every consignment is accompanied by a test certificate bearing the standard mark, issued by the BIS-certified manufacturer. - 3Check whether the specific IS serial number applicable to this alloy steel grade falls within the deferral list under S.O. 5134(E) dated 20-11-2025. Select serial numbers are suspended for 1 year or 3 years from that gazette date; enforcement status must be confirmed against the current Schedule 1 before shipment.S.O. 5134(E) dated 20-11-2025 · Steel and Steel Products Quality Control Order, 2024 · S.O. 3716(E)

The most common error on this tariff line is assuming that a CM/L licence valid for one alloy steel grade or product form automatically covers other grades or ingot geometries within HSN 7224 10 00. The Steel and Steel Products Quality Control Order, 2024 maps IS standards at a granular schedule-entry level; a consignment of alloy steel ingots of a different grade or specification than that listed in the supplier's licensed scope will be detained at port regardless of the supplier's general BIS certification status. Additionally, the partial deferral under S.O. 5134(E) applies to specific serial numbers only — importers must confirm whether the IS entry for their particular alloy grade is currently operative before relying on any deferral.
