Compliance steps
  1. 1
Source only from a Bureau of Indian Standards CM/L-licensed manufacturer holding a current licence against IS 814:2004 (covered electrodes for manual metal arc welding) or IS 6419:1996 (bare electrodes for gas-shielded arc welding), as applicable to the wire feedstock type. Verify the CM/L number, product scope, and licensed facility on the BIS online register before placing the purchase order.

  2. 2
Ensure each consignment is accompanied by a test certificate bearing the ISI standard mark issued by the BIS-certified manufacturer. Every product must bear the standard mark under the CM/L licence in accordance with Scheme-I of Schedule-II to the BIS (Conformity Assessment) Regulations, 2018.

  3. 3
Register the consignment on the Steel Import Monitoring System portal not earlier than 60 days before the expected date of arrival. Pay the registration fee of ₹500; the automatic registration number is valid for 75 days and must remain within validity on the date of arrival.

  4. 4
If importing without a BIS CM/L licence or certification, apply and seek clarification on the TCQCO portal for each consignment as required by the Ministry of Steel circular dated 20-10-2023. Ensure compliance with Central Board of Indirect Taxes and Customs clarification F.No. 401/88/2023-CUS.III dated 09-11-2023 on that circular.

  5. 5
Quote the supplier's BIS CM/L number and the SIMS registration number on the bill of entry. Note that small enterprises had an extended enforcement deadline of 18 April 2024 and micro enterprises 18 July 2024; ensure the applicable deadline has passed and the correct licence status is confirmed for the enterprise category of the supplier.

A word of counsel

The most common error on this tariff line is treating both IS 814:2004 and IS 6419:1996 as interchangeable when verifying the supplier's CM/L licence scope. Each standard covers a distinct wire application — IS 814 for manual metal arc welding feedstock and IS 6419 for gas-shielded arc welding — and a CM/L licence granted against one does not authorise supply of the other. Importers who fail to match the specific IS and product scope on the CM/L to the actual wire type in the consignment face detention regardless of the presence of a valid SIMS registration.

Frequently asked
Does HSN 7223 00 92 require BIS certification?
Yes. Stainless steel wire of 0.46 mm to 1.5 mm thickness must conform to IS 814:2004 or IS 6419:1996 under the ISI Mark Scheme with effect from 18 January 2024, pursuant to the Welding Rods and Electrodes Quality Control Order, 2023; import is permitted only from manufacturers holding a current BIS CM/L licence covering the relevant wire specification.
Is Steel Import Monitoring System registration required separately from BIS QCO compliance?
Yes. SIMS registration is administered by the Directorate General of Foreign Trade and is independent of the BIS QCO obligation. The fee is ₹500, the registration is valid for 75 days, and application must be made no earlier than 60 days before the expected arrival date.
Did the enforcement date differ for small and micro enterprises?
Yes. The baseline enforcement date is 18 January 2024; the effective date for small enterprises was 18 April 2024 and for micro enterprises 18 July 2024, as defined under the Micro, Small and Medium Enterprises Development Act, 2006.
Does a single CM/L licence cover both IS 814 and IS 6419 wire specifications?
No. A CM/L licence is scope-specific to the Indian Standard, wire type, and licensed manufacturing facility; wire covered under IS 814 and wire covered under IS 6419 require separate licence verification, and product outside the licensed scope is not authorised for import.
